Message	of dirt, debri, sap embedded in the paint. Have you ever clay-barred the car? This SHOULD help significantly in the way the paint feels. I think you did the right step using a light cutting pad... but you neglected in mentioning what you were cutting it with. Light compound, standard wax, polish??? Try using a meguiers light rubbing compound, or cleaner wax.
